With over 33 years of experience in public sector technology, Tim Oliver brings deep insight and hands-on leadership to every engagement. As the former Chief Information Officer and Geospatial Information Officer for Horry County, South Carolina, Tim led transformative efforts that modernized legacy systems, integrated GIS across all departments, and enhanced cybersecurity, mobility, and citizen engagement.

Tim began his career in zoning and regional planning, eventually founding and leading GIS initiatives in multiple counties. His unique combination of operational knowledge and enterprise IT strategy allows him to understand not just the technology, but also the business of government.

He has earned national recognition from organizations such as the Center for Digital Government, NACo, GITA, and Esri (SAG Awards), and has served on numerous state and national advisory boards related to GIS and government technology.
